Tenant participation

PCHA is committed to ensuring that tenants have the opportunity to influence decisions, which affect their homes by:

  • Keeping tenants informed of its policies and changes to those policies and any other matters which may affect the tenancy
  • Consulting with tenants in appropriate ways on any changes to those polices and other matters which substantially affect their tenancy
  • Providing tenants with the opportunity to set up and maintain tenants' associations
  • Providing tenants with the opportunity to participate in the making of decisions by being elected onto the committees of the Association or by providing access to committees
  • Providing tenants with the opportunity to become involved with the management and control of their homes at a local level through the setting up and maintenance of tenant management organisations.
  • Promoting equality of opportunity for all tenants in line with its Equal Opportunities Policy. PCHA will both require and support tenants organisation to demonstrate a commitment to PCHA's Equal Opportunity Policy.

Tenants' associations


PCHA recognises that tenants' associations provide an important way for tenants to become involved in the management of their housing. They are also useful channels of communication between tenants and the organisation. PCHA actively encourages the formation and development of tenants' associations. It recognises that in order to achieve this clear guidance needs to be available to tenants so that they know what support they can access from PCHA.


PCHA will provide reasonable resources and support to assist tenants to promote and set up tenants' associations ensuring they meet the eligibility criteria.

We will:

  • Provide assistance to design, produce and distribute newsletters and other written material
  • Provide photocopy facilities or meet the cost of the production of written material
  • Pay meeting costs e.g. baby-sitting fees, room hire, interpreters, signers, mobile induction loop
  • Assist with transport to meetings
  • Service meetings including taking and producing minutes and other papers/ correspondence as necessary
  • Arrange for tenants to visit other tenant-led projects
We will:
  • Assist tenants to identify training needs and provide training either in house or from external sources to cover areas such as committee skills, assertiveness, encouraging participation and equal opportunities
  • Provide advice to tenants on setting up the association, collecting and managing membership fees and establishing a system for proper management of the association
  • Pay for costs associated with meetings, including crèche, baby-sitting fees, transport and incentives
  • Provide secretarial and administrative support including photocopying and taking minutes
  • Assist with the design and production of newsletters and leaflets
  • Make available grants to tenants' associations based on the number of units involved and to meet the cost associated with meetings, for example hire of rooms, crèche, baby-sitting fees, transport, incentives and printing leaflets.
